Among Ukrainian higher educational institutions, the Kharkov National University of Radioelectronics was the first to develop, as part of a Tacis Program, a new system for its master’s program, based on European principles. Thirty-seven students of the university who are completing their studies at Finnish and Dutch universities shall receive two diplomas—a Ukrainian one and a foreign one. This has been the result of a large amount of work done to co-ordinate teaching plans and evaluation systems, as well as convert internal university documentation to comply with European standards.

At the university, there is no discussion around the issue of young promising experts leaving the country. According to Vagan Terziyan, head of the Department of Artificial Intelligence, every student is welcome "there", for thus they contribute to investment "here". Most of the master’s graduates return after their studies abroad. And already they are capable of giving lectures in English, taking into account the latest worldwide developments in their field.
